Article R1213-27 of the French General Code of Local Authorities

The draft texts mentioned in I and III of article L. 1212-2 are accompanied by a presentation report and an impact assessment showing the technical and financial implications, whatever they may be, of the proposed measures for local and regional authorities. These documents are not required, in the case of bills, when the referral to the National Council includes the impact study provided for in Article 8 of Organic Law no. 2009-403 of 15 April 2009 on the application of the articles 34-1,39 and 44 of the Constitution.

The files thus composed are sent to the secretariat of the National Council, which acknowledges receipt and sends them to the members of the Council. This acknowledgement of receipt starts the period mentioned in VI of article L. 1212-2.

Les projets de texte mentionnés aux I et III de l’article L. 1212-2 sont accompagnés d’un rapport de présentation et d’une fiche d’impact faisant apparaître les incidences techniques et les incidences financières, quelles qu’elles soient, des mesures proposées pour les collectivités territoriales. Ces documents ne sont pas requis, s’agissant des projets de loi, lorsque la saisine du conseil national comporte l’étude d’impact prévue à l’article 8 de la loi organique n° 2009-403 du 15 avril 2009 relative à l’application des articles 34-1,39 et 44 de la Constitution.

Les dossiers ainsi composés sont transmis au secrétariat du conseil national qui en accuse réception et les adresse aux membres du conseil. Cet accusé de réception fait courir le délai mentionné au VI de l’article L. 1212-2.
