A request for an assessment of regulatory standards in force applicable to local authorities or public establishments of inter-municipal cooperation with their own tax status may be submitted to the national council by a mayor, president of a public establishment of inter-municipal cooperation with their own tax status, president of a departmental council or president of a regional council.
For the application of the preceding provisions, the following functions are assimilated to the functions of president of a regional council:
– president of the executive council or assembly of Corsica;
– president of the assembly of Guyana;
– president of the executive council or assembly of Martinique;
– president of the government or assembly of French Polynesia ;
– president of the government, congress or a provincial assembly of New Caledonia;
– president of an overseas collectivity governed by article 74 of the Constitution.
The matter may also be referred to the National Council by one or more of its members pursuant to the second paragraph of V of Article L. 1212-2.
Reasons must be given for the request. It shall include an indication of the standard whose evaluation is requested and, where appropriate, proposals for reform. It is sent to the secretariat of the National Council, which acknowledges receipt.
