Article R1221-27 of the French General Code of Local Authorities

The Steering Committee meets at the request of the Minister responsible for local authorities or the National Council for the Training of Local Elected Representatives. Additional meetings may be held at the request of the chairman or the majority of its members.

A representative of the services of the minister responsible for local and regional authorities and a representative of the manager of the fund for the individual right to training attend meetings of the policy council without the right to vote.

The secretariat of the policy council is provided by the Minister for Local and Regional Authorities.
The secretariat of the Steering Committee is provided by the departments of the Minister responsible for local and regional authorities. At the end of each meeting, minutes are drawn up and sent to the minister responsible for local and regional authorities, to the administrator of the fund for the individual right to training of local elected representatives and to the members of the national council.

The secretariat of the policy council is provided by the departments of the minister responsible for local and regional authorities.

Le conseil d’orientation se réunit à la demande du ministre chargé des collectivités territoriales, ou du conseil national de la formation des élus locaux. Des séances supplémentaires peuvent être tenues, à la demande du président ou de la majorité de ses membres.

Un représentant des services du ministre chargé des collectivités territoriales et un représentant du gestionnaire du fonds du droit individuel à la formation assistent aux séances du conseil d’orientation sans voix délibérative.

Le secrétariat du conseil d’orientation est assuré par les services du ministre chargé des collectivités territoriales. A l’issue de chaque séance, un procès-verbal est établi et transmis au ministre chargé des collectivités territoriales, au gestionnaire du fonds du droit individuel à la formation des élus locaux et aux membres du conseil national.
