Article R1221-3 of the French General Code of Local Authorities

When it is set up, the National Council appoints a chairman from among its members. The chairman is chosen from among the members elected locally by secret ballot in a two-round single-member constituency.

The chairman is assisted by two vice-chairmen elected under the same conditions.

Lors de son installation, le Conseil national désigne en son sein un président. Celui-ci est choisi parmi les membres élus locaux au scrutin secret majoritaire uninominal à deux tours.

Le président est assisté par deux vice-présidents élus dans les mêmes conditions.
