Article R1232-7 of the French General Code of Local Authorities

The deliberations concerning the acquisition, extension and sale of financial holdings are enforceable as soon as they are transmitted to the Government Commissioner.
Resolutions concerning the acquisition, extension and sale of financial holdings are enforceable by operation of law fifteen days after their receipt by the Government Commissioner, unless he has lodged an objection within this period.

Resolutions concerning the budget and the financial statements are enforceable by operation of law fifteen days after their receipt by the Government Commissioner, unless he has lodged an objection within this period.
Deliberations relating to the budget and the financial account are enforceable under the conditions provided for in Title III of Decree no. 2012-1246 of 7 November 2012 relating to public budgetary and accounting management.

Sous réserve des alinéas suivants, les délibérations du conseil d’administration sont exécutoires de plein droit dès leur transmission au commissaire du Gouvernement. Ce dernier peut se faire communiquer tout document et procéder ou faire procéder sur pièces ou sur place à toute vérification qu’il juge utile.

Les délibérations concernant les prises, extensions et cessions de participations financières sont exécutoires de plein droit quinze jours après leur réception par le commissaire du Gouvernement à moins qu’il n’y ait fait opposition dans ce délai.

Les délibérations portant sur le budget et le compte financier sont exécutoires dans les conditions prévues par le titre III du décret n° 2012-1246 du 7 novembre 2012 relatif à la gestion budgétaire et comptable publique.
