Article R1235-14 of the French Labour Code

If no opposition is lodged within one month of notification of the order for payment, regardless of the method of notification, or if the employer who lodged the opposition withdraws his opposition, the institution may request that the order be declared enforceable.
The order has all the effects of a contradictory judgement. It may not be appealed.

En l’absence d’opposition dans le mois qui suit la notification de l’ordonnance portant injonction de payer, quelles que soient les modalités de la notification, ou en cas de désistement de l’employeur qui a formé opposition, l’institution peut demander l’apposition sur l’ordonnance de la formule exécutoire.
L’ordonnance produit tous les effets d’un jugement contradictoire. Elle n’est pas susceptible d’appel.
