I.-The national health strategy is implemented by operational plans and programmes of national scope, defined or revised by order of the Minister for Health and, where appropriate, the other minister(s) concerned, as well as by the regional health projects referred to in article L. 1434-1.
These plans, programmes and projects constitute the framework, at national and regional level, for action by the State and its establishments on health determinants and on the organisation of collective prevention, health security and health services, including medico-social services. They are drawn up taking into account the evaluation of previous plans, programmes and projects.
In addition, the following plans, programmes and projects contribute to the implementation of the national health strategy:
1° The national plan for the prevention of environment-related health risks mentioned in Article L. 1311-6 ;
2° The health programmes designed to prevent the onset, development or worsening of diseases or disabilities mentioned in Article L. 1411-6;
3° The territory-health pact mentioned in article L. 1434-14;
4° The territorial mental health projects mentioned in article L. 3221-2;
5° The national nutrition and health programme referred to in Article L. 3231-1;
6° The programmes and actions to combat social and territorial inequalities in health mentioned in Article R. 1413-1;
7° (Repealed) ;
8° The national plan for risk management and efficiency in the healthcare system and the national risk management programmes mentioned in article L. 182-2-1-1 of the Social Security Code;
9° The regional multi-annual plans for risk management and efficiency in the healthcare system referred to in article R. 1434-21 of this Code and the regional multi-annual action plans for improving the relevance of care referred to in article L. 162-30-4 of the Social Security Code;
10° Interdepartmental support programmes for disability and loss of autonomy, as mentioned in article L. 312-5-1 of the Code de l’Action Sociale et des Familles.
When the plans, programmes and projects mentioned in the first paragraph are being drawn up, additional studies, impact assessments or evaluations of pilot projects will be carried out, as necessary, to compare the costs and expected effects of the different types of action envisaged, or to specify the conditions and resources required for their implementation.
II – The action programmes defined by the organisations managing health insurance schemes and the organisations mentioned in articles L. 1222-1, L. 1313-1, L. 1413-1, L. 1415-2, L. 1418-1 and L. 5311-1 of this code and article L. 592-45 of the environment code contribute to the implementation of health policy and the plans, programmes and projects mentioned in I.
The following programmes in particular are subject to the provisions of the first paragraph:
1° Support programmes for patients suffering from chronic diseases mentioned in article L. 162-1-11 of the Social Security Code;
2° Smoking cessation support programmes mentioned in article L. 162-1-11 of the same code.
