Article R1412-1-5 of the French Public Health Code

The Chairman of the National Consultative Ethics Committee for Health and Life Sciences shall discuss with the authorities mentioned in Article R. 1412-1-4 with a view to defining a parity composition of the Committee.

Failing this, lots are drawn from among the authorities that have yet to appoint or propose an uneven number of members. This draw determines the number of women and the number of men to be nominated by each authority concerned.

This draw is carried out by the Chairman of the Committee, in the presence of a representative of the Minister for Health, no later than three months before the expiry of the terms of office of the members of the Committee.

Each of the authorities due to take part in the renewal and concerned by the draw may appoint a representative to attend.

Authorities which have yet to appoint or propose an even number of members shall appoint or propose as many women as men.

Article R1412-1-5

Le président du Comité consultatif national d’éthique pour les sciences de la vie et de la santé échange avec les autorités mentionnées à l’article R. 1412-1-4 en vue de définir une composition paritaire du comité.

A défaut, un tirage au sort est organisé parmi les autorités auxquelles il reste à désigner ou proposer un nombre impair de membres. Ce tirage au sort détermine pour chaque autorité concernée, le nombre de femmes et le nombre d’hommes qu’elle désigne.

Ce tirage au sort est réalisé par le président du comité, en présence d’un représentant du ministre chargé de la santé, au plus tard trois mois avant l’échéance des mandats des membres du comité.

Chacune des autorités appelées à prendre part au renouvellement et concernées par le tirage au sort, peut désigner un représentant pour y assister.

Les autorités auxquelles il reste à désigner ou proposer un nombre pair de membres désignent ou proposent autant de femmes que d’hommes.
