Any member of the Board of Directors, the Scientific Advisory Board or a committee of experts, the Agency’s compliance officer appointed pursuant to article L. 1451-4, the Agency’s Chief Executive Officer or any other employee of the Agency may refer matters to the Ethics and Professional Conduct Committee within its remit.
In particular, it is responsible for :
1° Keeping a constant watch on best practice in the field of preventing conflicts of interest in similar institutions, particularly abroad;
2° Contributing, through its opinions and assessments, to the implementation of the policy for preventing conflicts of interest and the rules in force on conflicts of interest, in conjunction with the Agency’s compliance officer. In particular, it is consulted by the Board of Directors on the procedures for implementing the rules of professional ethics referred to in 15° and 16° of Article R. 1413-12;
3° Assessing and issuing an opinion on the arrangements put in place to guarantee the independence of staff members when they speak at public events, in particular when these are organised or supported by private companies, professional unions, associations and learned societies or any other economic or social player;
4° To issue an opinion, at the request of the Director General or on its own initiative, on any specific situation that may call into question compliance with the ethical rules applicable to the Agency’s work;
5° To formulate opinions and recommendations, at the request of the Chief Executive Officer or the Scientific Advisory Board, on any ethical issue raised by the implementation of the Agency’s scientific programmes and activities.
It prepares an annual activity report which is submitted to the Board of Directors. The Committee sends its opinions and recommendations to the person or body that referred the matter to it, to the Board of Directors and to the Director General of the Agency. Its opinions are made public in compliance with the rules guaranteeing respect for privacy.
