Other than the officials responsible for implementing the processing and those of the Agence nationale des titres sécurisés responsible for manufacturing the documents, have access, by virtue of their duties and within the limits of the need to know, to all or part of the personal data and information recorded in the automated processing mentioned in article R. 142-11 and in the electronic component provided for in articles R. 414-5 and R. 431-1 :
1° Officials responsible for the regulation of foreign nationals, as well as that relating to access to French nationality and visa applications, and for their implementation, and reporting to the central departments of the Ministries of the Interior (the general directorate for foreign nationals in France, the general directorate of the national police, the general directorate of the national gendarmerie, Directorate of Public Liberties and Legal Affairs, General Delegation for Overseas France), Foreign Affairs (Directorate of French Nationals Abroad and Consular Administration), Budget (Directorate General of Customs and Excise), individually designated and specially authorised by the Director or Head of Department to whom they report;
2° Officers responsible for enforcing the regulations on foreign nationals, including within the framework of the assessment procedure provided for by article R. 221-11 of the Social Action and Family Code, as well as that relating to access to French nationality, in the prefectures and sub-prefectures, individually designated and specially authorised by the prefect and, in Paris, by the police prefect;
3° Officials of diplomatic missions and consular posts responsible for visas, individually designated and specially authorised by the head of the mission or by the head of post to whom they report;
4° Agents of the national police, national gendarmerie and customs services responsible for border control, individually designated and specially authorised by the central director of the border police, the director general of the national gendarmerie or the regional director of customs or, where applicable, the director general of customs and indirect rights respectively;<5° For the management of administrative detention centres, the enforcement of deportation decisions or their task of verifying the right to move or reside on French territory as provided for by Articles L. 812-1 and L. 813-1, the officers of the decentralised departments of the national police force and those of the national gendarmerie units, individually designated and specially authorised, as the case may be:b) by the Director General of the National Gendarmerie, the Commander of the Paris Interdepartmental Gendarmerie Group, the Commanders of the Departmental Gendarmerie Groups, the Commanders of the Gendarmerie Regions or the Commanders of the Specialised Gendarmeries.
