To carry out the missions provided for in article L. 1424-2, the territorial organisation of a fire and rescue service is based on the fire and rescue centres, operational units mainly responsible for interventions. It takes into account the departmental risk analysis and coverage plan mentioned in article R. 1424-38.
The departmental or territorial fire and rescue service also includes operational, administrative or technical services, in particular those responsible for prevention, forecasting, logistics and technology, human resources, training, administration and finance.
These services and centres may be organised within groupings, themselves organised within sub-directorates, which carry out operational, administrative or technical activities under the conditions set out in the operational regulations referred to in Article R. 1424-42 and by the internal regulations referred to in Article R. 1424-22.
Departmental and territorial fire and rescue services include professional firefighters and other territorial civil servants belonging to employment frameworks created in application of the general civil service code as well as volunteer firefighters who, subject to specific rules laid down in application of article 23 of the loi n° 96-370 du 3 mai 1996 relative au développement du volontariat dans les corps de sapeurs-pompiers, ne peuvent exercer cette activité à temps plein.
