Article R1424-11 of the French General Code of Local Authorities

For the election of the representatives of the municipalities, on the one hand, and of the public establishments for inter-municipal cooperation, on the other hand, in accordance with the procedures laid down in Article L. 1424-24-3, each mayor and each chairman of a public establishment for inter-municipal cooperation has, within the electoral college to which he belongs, the number of votes set by the deliberation and decree provided for in article R. 1424-2.

Five sets of ballot papers are drawn up in five different colours and are clearly marked, on the one hand, with the pre-printed words: “1 vote”, “10 votes”, “100 votes”, “1,000 votes” and “10,000 votes” and, on the other hand, with the lists of candidates standing for election. The ballot papers corresponding to the number of votes allocated are sent to each of the voters by the chairman of the fire and rescue service’s board of directors.

Each ballot paper is inserted in a double envelope: the inner envelope bears no mention or distinctive sign; the outer envelope bears the words: “CASDIS elections, article L. 1424-24-3 of the general code of territorial collectivities”, an indication of the voter’s name, capacity and college, as well as his signature.

Pour l’élection des représentants des communes, d’une part, et des établissements publics de coopération intercommunale, d’autre part, selon les modalités prévues à l’article L. 1424-24-3, chaque maire et chaque président d’établissement public de coopération intercommunale dispose, au sein du collège électoral auquel il appartient, du nombre de suffrages fixé par la délibération et l’arrêté prévus à l’article R. 1424-2.

Cinq séries de bulletins de vote sont établies en cinq couleurs différentes et portent de façon apparente, d’une part, la mention préimprimée : ” 1 voix “, ” 10 voix “, ” 100 voix “, ” 1 000 voix ” et ” 10 000 voix ” et, d’autre part, les listes de candidats présentes au scrutin. Les bulletins correspondant au nombre de suffrages attribués sont adressés à chacun des électeurs par le président du conseil d’administration du service d’incendie et de secours.

Chaque bulletin de vote est inséré sous double enveloppe : l’enveloppe intérieure ne comporte aucune mention ni signe distinctif ; l’enveloppe extérieure porte la mention : ” Elections CASDIS, article L. 1424-24-3 du code général des collectivités territoriales “, l’indication du nom, de la qualité et du collège de l’électeur, ainsi que sa signature.
