For the election of the representatives of the municipalities, on the one hand, and of the public establishments for inter-municipal cooperation, on the other hand, in accordance with the procedures laid down in Article L. 1424-24-3, each mayor and each chairman of a public establishment for inter-municipal cooperation has, within the electoral college to which he belongs, the number of votes set by the deliberation and decree provided for in article R. 1424-2.
Five sets of ballot papers are drawn up in five different colours and are clearly marked, on the one hand, with the pre-printed words: “1 vote”, “10 votes”, “100 votes”, “1,000 votes” and “10,000 votes” and, on the other hand, with the lists of candidates standing for election. The ballot papers corresponding to the number of votes allocated are sent to each of the voters by the chairman of the fire and rescue service’s board of directors.
Each ballot paper is inserted in a double envelope: the inner envelope bears no mention or distinctive sign; the outer envelope bears the words: “CASDIS elections, article L. 1424-24-3 of the general code of territorial collectivities”, an indication of the voter’s name, capacity and college, as well as his signature.
