Article R1425-22 of the French General Code of Local Authorities

The national commission, mentioned in articles L. 1424-22 and L. 1424-23, is set up by joint order of the Minister of the Interior and the Minister responsible for Overseas France.

It comprises:

a) A member of the Court of Auditors appointed on the proposal of the first president, a member of the general inspectorate of administration and a prefect, and their alternates;

b) Three chairmen of departmental councils appointed on the proposal of the permanent assembly of departmental council chairmen, and their alternates;

c) Three mayors or chairmen of public establishments for inter-communal cooperation, appointed on the proposal of the Association of French Mayors, and their alternates;

d) Three firefighters, including one professional firefighter officer appointed from among the representatives of professional firefighter officers sitting on the national joint administrative commissions, one non-officer professional firefighter appointed on a proposal from the most representative trade union organisations and one volunteer firefighter appointed on a proposal from the Fédération nationale des sapeurs-pompiers français, and their alternates.

Article R1425-22

La commission nationale, mentionnée aux articles L. 1424-22 et L. 1424-23, est instituée par arrêté conjoint du ministre de l’intérieur et du ministre chargé de l’outre-mer.

Elle comprend :

a) Un membre de la Cour des comptes désigné sur proposition du premier président, un membre de l’inspection générale de l’administration et un préfet, et leurs suppléants ;

b) Trois présidents de conseil départemental désignés sur proposition de l’assemblée permanente des présidents de conseils départementaux, et leurs suppléants ;

c) Trois maires ou présidents d’établissement public de coopération intercommunale, désignés sur proposition de l’Association des maires de France, et leurs suppléants ;

d) Trois sapeurs-pompiers, dont un sapeur-pompier professionnel officier nommé parmi les représentants des sapeurs-pompiers professionnels officiers siégeant aux commissions administratives paritaires nationales, un sapeur-pompier professionnel non officier désigné sur proposition des organisations syndicales les plus représentatives et un sapeur-pompier volontaire désigné sur proposition de la Fédération nationale des sapeurs-pompiers français, et leurs suppléants.
