A local authority, a grouping of local authorities or a national public establishment may join a public establishment for cultural or environmental cooperation, after it has been created, on a proposal from the latter’s board of directors and following concordant decisions by the respective assemblies or deliberative bodies of the local authorities, groupings and national and, where applicable, local public establishments that make it up. The representative of the State who decided to create the public cultural or environmental cooperation establishment approves this decision by decree.
A local establishment may join a public environmental cooperation establishment, after it has been created, under the conditions provided for in the previous paragraph.
