Article R1432-65 of the French Public Health Code

The General Economic and Financial Control department is responsible for auditing the activities of the regional health agencies that have a financial impact on the compulsory health insurance bodies and the National Solidarity Fund for Autonomy. The subjects of the audits are decided by the Minister for the Budget after consultation with the National Steering Committee for the Regional Health Agencies. The audits are the subject of reports sent to the ministers responsible for health, health insurance, the elderly, the disabled and the budget, as well as to the national steering committee for the regional health agencies.

In order to carry out its task, this department has full powers of investigation, on the basis of documents and on the premises, and has access, where necessary, to the data and reports produced by the information systems used to prepare the financial statements referred to in Article L. 1432-3.

Le service du contrôle général économique et financier est chargé d’une mission d’audit des activités des agences régionales de santé ayant un impact financier pour les organismes d’assurance maladie obligatoire et la Caisse nationale de solidarité pour l’autonomie. Les thèmes des audits sont arrêtés par le ministre chargé du budget après avis du conseil national de pilotage des agences régionales de santé. Les audits font l’objet de rapports adressés aux ministres chargés de la santé, de l’assurance maladie, des personnes âgées, des personnes handicapées et du budget ainsi qu’au conseil national de pilotage des agences régionales de santé.

Pour la réalisation de sa mission, ce service a tous pouvoirs d’investigation sur pièces et sur place et dispose, en tant que de besoin, des données et restitutions produites par les systèmes d’information concourant à l’élaboration de l’état financier mentionné à l’article L. 1432-3.
