As an exception to the provisions of article R. 1613-9, the amount of the State grant may, by way of exception, bring the amount of direct public aid up to 100% of the pre-tax amount of the damage caused by the same event.
An advance may be paid when the operation begins. Its amount may represent up to 20% of the estimated amount of the grant. This amount may be increased to 30% for urgent work necessary for the mobility or safety of people, particularly with regard to work to restore the flow capacity of watercourses mentioned in the first paragraph of article R. 1613-5.
The benefit of these provisions is assessed on a case-by-case basis by the State representative, taking into account the financial capacity of the local authority or group of local authorities and the extent of the damage.
