Article R1614-22 of the French General Code of Local Authorities

The president of the regional council, the president of the departmental council, the mayor and the president of the deliberative body of a group of local authorities, each insofar as they are concerned, for the marinas or marina facilities under their jurisdiction, shall send, during the first quarter of each calendar year, to the Prefect, for each marina or recreational port facility, an annual statistical statement indicating the surface area of the water bodies and open spaces, the capacity of the facilities, the conditions of access, the number of visitors, the facilities available and the services provided.

Le président du conseil régional, le président du conseil départemental, le maire et le président de l’organe délibérant d’un groupement de collectivités territoriales, chacun en ce qui les concerne, pour les ports de plaisance ou les installations portuaires de plaisance relevant de sa compétence, transmettent, au cours du premier trimestre de chaque année civile, au préfet, pour chaque port ou installation portuaire de plaisance, un état statistique annuel indiquant la superficie des plans d’eau et des terre-pleins, la capacité d’accueil, les conditions d’accès, la fréquentation, les équipements disponibles et les services fournis.
