Investments for the purpose of building, renovating, restructuring or making accessible as provided for in articles L. 111-7 to L. 111-7-4 of the Code de la construction et de l’habitation for the benefit of main or sector municipal and inter-communal libraries can only be taken into account if the built area, renovated area or total area after works reaches 100 square metres and if it is at least equal to an area determined as follows:
a) Where the population of the municipality or public establishment for inter-municipal cooperation does not exceed 25,000 inhabitants, the minimum surface area is equal to 0.07 square metres per inhabitant ;
b) Where the population of the municipality or public establishment for inter-municipal cooperation exceeds 25,000 inhabitants, the minimum surface area results from the sum of the product of the fraction of the population less than or equal to 25,000 inhabitants by the coefficient 0.07, and the product of the fraction of the population greater than 25,000 inhabitants by the coefficient 0.015 ;
c) For the municipalities and public establishments for inter-municipal cooperation in the overseas departments and Saint-Pierre-et-Miquelon, the coefficient 0.07 provided for in a and b is reduced to 0.05 ;
d) When construction or restructuring investments have a surface area of more than 8,000 square metres, they may be taken into account regardless of the population of the municipality or public establishment for inter-municipal cooperation;
e) For the municipalities of Paris, Lyon and Marseille, the population to be taken into account for the application of this article is that of the arrondissement or arrondissements served ;
f) When the operation is provided by a public establishment for inter-communal cooperation, the population to be taken into account for the application of this article is that of the area served by the library, as defined by the deliberative body of the local authority.
Investments to extend main or sector municipal and inter-communal libraries are subject only to the condition that the total surface area of the library after extension is at least equal to the minimum surface area determined under the conditions provided for in this article.
