Article R2112-8 of the French Public Health Code

The statistical reports concerning, on the one hand, the activities of the departmental service and, on the other hand, the health situation in terms of maternal and child protection, sent to the Prefect by the President of the Departmental Council pursuant to 1° and 3° of article R. 1614-30 of the General Local Authorities Code, are drawn up by this service.

These documents are presented and analysed by the departmental service at a meeting organised each year by the chair of the departmental council, attended by the persons and bodies involved in promoting the health of mothers and children, in particular representatives of health and private-sector establishments, social security bodies and the relevant State departments.

At this meeting, the department also endeavours to present and analyse other health, social and demographic indicators that are useful in determining the needs of the population and the action to be taken in terms of maternal and child protection, such as :

1° The number of voluntary terminations of pregnancy in women under the age of eighteen ;

2° The number of pregnancies that are not monitored or are poorly monitored;

3° Maternal mortality;

4° The number of children with disabilities;

5° The number of deaths of children under the age of six.

Each year, the Minister for Health provides the departments with the national and regional averages available for these indicators.

Les états statistiques concernant, d’une part, les activités du service départemental et, d’autre part, la situation sanitaire au titre de la protection maternelle et infantile, transmis au préfet par le président du conseil départemental en application des 1° et 3° de l’article R. 1614-30 du code général des collectivités territoriales, sont établis par ce service.

Ces documents sont présentés et analysés par le service départemental au cours d’une réunion organisée chaque année par le président du conseil départemental à laquelle participent les personnes et organismes concourant à la promotion de la santé de la mère et de l’enfant, notamment les représentants des établissements de santé et des établissements libéraux, des organismes de sécurité sociale et des services concernés de l’Etat.

Le service s’attache également à présenter et analyser, lors de cette réunion, d’autres indicateurs sanitaires, sociaux et démographiques utiles à la détermination des besoins de la population et des actions à entreprendre en matière de protection maternelle et infantile tels que :

1° Le nombre d’interruptions volontaires de grossesse chez les femmes de moins de dix-huit ans ;

2° Le nombre de grossesses non ou mal suivies ;

3° La mortalité maternelle ;

4° Le nombre d’enfants présentant un handicap ;

5° Le nombre de décès d’enfants de moins de six ans.

Le ministre chargé de la santé fournit chaque année aux départements, pour ces indicateurs, les moyennes nationales et régionales dont il dispose.
