Article R2132-4 of the French General Code of Local Authorities

The administrative court or the Conseil d’Etat may, if they grant the authorisation, make its effect subject to the prior deposit of the costs of the proceedings. In this case, they shall set the sum to be deposited.

Le tribunal administratif ou le Conseil d’Etat peuvent, s’ils accordent l’autorisation, en subordonner l’effet à la consignation préalable des frais d’instance. Ils fixent, dans ce cas, la somme à consigner.
