Article R2161-15 of the French Public procurement code

The minimum period laid down in Article R. 2161-14 may be reduced:
1° To ten days if the contracting authority has published a prior information notice that has not been used as a call for tenders and where this notice meets the following conditions:
a) It was sent for publication at least thirty-five days and at most twelve months before the date on which the contract notice was sent;
b) It contains the same information as that set out in the contract notice, provided that this information was available at the time it was sent for publication;
2° Twenty-five days if tenders are or may be submitted by electronic means;
3° Ten days when a duly justified emergency makes it impossible to comply with the minimum time limit.

Le délai minimal fixé à l’article R. 2161-14 peut être ramené :
1° A dix jours si le pouvoir adjudicateur a publié un avis de préinformation qui n’a pas été utilisé comme avis d’appel à la concurrence et lorsque cet avis remplit les conditions suivantes :
a) Il a été envoyé pour publication trente-cinq jours au moins à douze mois au plus avant la date d’envoi de l’avis de marché ;
b) Il contient les mêmes renseignements que ceux qui figurent dans l’avis de marché, pour autant que ces renseignements soient disponibles au moment de son envoi pour publication ;
2° Vingt-cinq jours si les offres sont ou peuvent être transmises par voie électronique ;
3° Dix jours lorsqu’une situation d’urgence, dûment justifiée, rend le délai minimal impossible à respecter.
