Article R2162-59 of the French Public procurement code

The documents for the electronic auction consultation shall include the following information:
1° The elements of the bids to which the auction relates;
2° Where appropriate, the minimum and maximum values which may be submitted;
3° The nature of the information which will be made available to tenderers during the auction and the time at which it will be made available;
4° Relevant information concerning the conduct of the auction, in particular the conditions under which tenderers will be able to bid and the minimum differences which, where applicable, will be required in order to bid;
5° Relevant information concerning the electronic equipment used and the technical connection procedures and specifications.

Les documents de la consultation de l’enchère électronique comprennent les informations suivantes :
1° Les éléments des offres sur lesquels porte l’enchère ;
2° Le cas échéant, les valeurs minimales et maximales qui pourront être présentées ;
3° La nature des informations qui seront mises à la disposition des soumissionnaires au cours de l’enchère et le moment où elles le seront ;
4° Les informations pertinentes sur le déroulement de l’enchère, notamment les conditions dans lesquelles les soumissionnaires pourront enchérir et les écarts minimaux qui, le cas échéant, seront exigés pour enchérir ;
5° Les informations pertinentes sur le dispositif électronique utilisé et sur les modalités et spécifications techniques de connexion.
