Article R2162-65 of the French Public procurement code

The purchaser shall close an electronic auction in one or more of the following ways:
1° On the date and at the time fixed in the invitation to take part in the auction;
2° When it no longer receives any new prices or new values that meet the requirements concerning minimum differences, provided that it has previously specified the period that it will observe from receipt of the last bid before closing the auction;
3° When all the phases of the auction provided for in the invitation to take part in the auction have taken place.
Where the purchaser intends to close the auction in accordance with the provisions of 3°, where applicable in combination with the procedures laid down in 2°, the invitation to participate shall indicate the timetable for each phase of the auction.

L’acheteur clôt l’enchère électronique selon une ou plusieurs des modalités suivantes :
1° A la date et à l’heure fixées dans l’invitation à participer à l’enchère ;
2° Lorsqu’il ne reçoit plus de nouveaux prix ou de nouvelles valeurs répondant aux exigences relatives aux écarts minimaux, à condition d’avoir préalablement précisé le délai qu’il observera à partir de la réception de la dernière offre avant de clôturer l’enchère ;
3° Lorsque toutes les phases de l’enchère, prévues dans l’invitation à participer à l’enchère ont eu lieu.
Lorsque l’acheteur entend clore l’enchère conformément aux dispositions du 3°, le cas échéant en combinaison avec les modalités prévues au 2°, l’invitation à participer indique le calendrier de chaque phase de l’enchère.
