Article R2191-1 of the French Public procurement code

The purchasers mentioned in article R. 2100-1 are not subject to the provisions of this chapter, with the exception of those of articles R. 2191-20 and R. 2191-21.
However, Pôle Emploi and, for their purchases intended for the conduct of their research activities, the public administrative establishments of the State whose statutes include a research mission are subject to the provisions of sections 1 to 3 of this chapter.

Les acheteurs mentionnés à l’article R. 2100-1 ne sont pas soumis aux dispositions du présent chapitre, à l’exception de celles des articles R. 2191-20 et R. 2191-21.
Toutefois, Pôle Emploi et, pour leurs achats destinés à la conduite de leurs activités de recherche, les établissements publics de l’Etat à caractère administratif ayant dans leurs statuts une mission de recherche sont soumis aux dispositions des sections 1 à 3 du présent chapitre.
