Article R2192-23 of the French Public procurement code

For contracts concluded by the State, its public establishments other than those of an industrial and commercial nature, local authorities and their public establishments, the period for payment by the subcontractor runs from receipt by the contracting authority of the agreement, total or partial, of the holder of a contract to the payment requested.
In the absence of notification of an agreement or refusal by the holder within the period mentioned in article R. 2193-12, the payment period runs from either the expiry of this period or the receipt by the contracting authority of the postal notice mentioned in article R. 2193-14.

Pour les marchés conclus par l’Etat, ses établissements publics ayant un caractère autre qu’industriel et commercial, les collectivités territoriales et leurs établissements publics, le délai de paiement du sous-traitant court à compter de la réception par le pouvoir adjudicateur de l’accord, total ou partiel, du titulaire d’un marché sur le paiement demandé.
A défaut de notification d’un accord ou d’un refus par le titulaire dans le délai mentionné à l’article R. 2193-12, le délai de paiement court à compter soit de l’expiration de ce délai, soit de la réception par le pouvoir adjudicateur de l’avis postal mentionné à l’article R. 2193-14.
