Article R2192-24 of the French Public procurement code

In the event of payment of an advance pursuant to article R. 2191-3, the time limit for payment of the advance shall run from:
1° either the date of notification of the contract;
2° or, where the contract so provides, the date of notification of the act which entails commencement of performance of the services corresponding to the advance.
In other cases, the payment period runs from the date on which the conditions laid down in the contract for payment of the advance are met or, if the contract is silent, from the date of notification.

Article R2192-24

En cas de versement d’une avance en application de l’article R. 2191-3, le délai de paiement de celle-ci court à compter :
1° Soit de la date de notification du marché ;
2° Soit lorsque le marché le prévoit, de la date de notification de l’acte qui emporte commencement d’exécution des prestations correspondant à l’avance.
Dans les autres cas, le délai de paiement court à compter de la date à laquelle les conditions prévues par le marché pour le versement de l’avance sont remplies ou, dans le silence du marché, à compter de sa date de notification.
