Article R2192-31 of the French Public procurement code

The rate of default interest referred to in Article L. 2192-13 is equal to the interest rate applied by the European Central Bank to its most recent main refinancing operations, in force on the first day of the half-year of the calendar year during which the default interest began to accrue, increased by eight percentage points.

Le taux des intérêts moratoires mentionnés à l’article L. 2192-13 est égal au taux d’intérêt appliqué par la Banque centrale européenne à ses opérations principales de refinancement les plus récentes, en vigueur au premier jour du semestre de l’année civile au cours duquel les intérêts moratoires ont commencé à courir, majoré de huit points de pourcentage.
