Article R2196-11 of the French Public procurement code

The officials or categories of officials of government departments authorised to carry out documentary or on-site audits shall be designated by order of the minister to whom they report.
The officials of public establishments required to carry out such audits shall be authorised by name by order of the minister responsible.
They may be placed at the disposal of any ministerial department to carry out audits on its behalf.

Les agents ou les catégories d’agents des services de l’Etat habilités à exercer les vérifications sur pièces ou sur place sont désignés par arrêté du ministre dont ils dépendent.
Les agents des établissements publics appelés à effectuer ces vérifications sont habilités nommément par arrêté du ministre de tutelle.
Ils peuvent être mis à la disposition de tout département ministériel pour effectuer des vérifications au profit de celui-ci.
