Article R2223-4 of the French Public procurement code

Prior to authorising the signing of the partnership contract, the local authority or local public body concerned may request the opinion of the expert body referred to in article R. 2212-7 on the draft partnership contract.
When the matter is referred to it, the expert body issues an opinion within a period of six weeks. Failing this, the opinion is deemed to have been issued.
As part of this referral, the expert body may request the opinion of the departments of the Minister for the Budget on the budgetary sustainability of the partnership contract.

Préalablement à l’autorisation de signature du marché de partenariat, la collectivité territoriale ou l’établissement public local concerné peut solliciter l’avis de l’organisme expert mentionné à l’article R. 2212-7 sur le projet de marché de partenariat.
Lorsqu’il est saisi, l’organisme expert émet un avis dans un délai de six semaines. A défaut, l’avis est réputé rendu.
Dans le cadre de cette saisine, l’organisme expert peut solliciter l’avis des services du ministre chargé du budget sur la soutenabilité budgétaire du marché de partenariat.
