The National Commission is convened by the ministers responsible for labour, employment or vocational training on their own initiative or at the request of the majority of its full members.
It meets at least once a year.
Opinions issued by the National Commission are valid if more than half or, when the Commission meets in its formation defined in II of article R. 2272-1, if more than one third of the members with voting rights are present, including members taking part in the debates, either by means of a telephone or audiovisual conference or by electronic consultation, or have given a mandate.
If the quorum is not reached, the National Commission shall deliberate validly without a quorum being required following a new notice of meeting with the same agenda and specifying that no quorum will be required.
