The Chairman of the Agency is the authorising officer for revenue and expenditure. He may designate the Secretary General as secondary authorising officer.
He may enter into settlements under the conditions laid down in 10° of I of article R. 232-10 of this Code and in articles 2044 to 2058 of the Civil Code.
Within the framework of the general rules laid down by the College, it is empowered to:
1° Decide on investments ;
2° Enter into agreements and contracts on behalf of the agency;
3° Recruit staff and set remuneration and allowances other than those provided for in the first and second paragraphs of article R. 232-21 of this Code;
4° Keeping accounts of commitments.
