Article R232-16 of the French Sports Code

The Chairman of the Agency is the authorising officer for revenue and expenditure. He may designate the Secretary General as secondary authorising officer.

He may enter into settlements under the conditions laid down in 10° of I of article R. 232-10 of this Code and in articles 2044 to 2058 of the Civil Code.

Within the framework of the general rules laid down by the College, it is empowered to:

1° Decide on investments ;

2° Enter into agreements and contracts on behalf of the agency;

3° Recruit staff and set remuneration and allowances other than those provided for in the first and second paragraphs of article R. 232-21 of this Code;

4° Keeping accounts of commitments.

Article R232-16

Le président de l’agence est ordonnateur des recettes et des dépenses. Il peut désigner le secrétaire général comme ordonnateur secondaire.

Il peut transiger dans les conditions fixées par le 10° du I de l’article R. 232-10 du présent code et par les articles 2044 à 2058 du code civil.

Dans le cadre des règles générales fixées par le collège, il a qualité pour :

1° Décider des placements ;

2° Passer au nom de l’agence les conventions et marchés ;

3° Recruter le personnel et fixer les rémunérations et les indemnités autres que celles prévues aux premier et deuxième alinéas de l’article R. 232-21 du présent code ;

4° Tenir la comptabilité des engagements.
