Article R2337-3 of the French General Code of Local Authorities

The total amount of advances granted may not exceed the following maximum:

– for municipalities: 25% of the amount of revenue entered in their operating budget;

– for municipal public establishments: 35% of the amount of revenue entered in their operating budget.
