Article R2351-17 of the French Public procurement code

Where the purchaser lays down requirements relating to subcontracts, it may in particular request, in the notice of invitation to tender, that the tenderer’s offer include:
1° An indication of the parts of the public contract that it intends to subcontract, as well as the subject of these subcontracts and the identity of the subcontractors;
2° An undertaking to indicate any changes that have occurred during the performance of the contract at the level of its subcontractors;
3° The information provided for in articles R. 2393-4 to R. 2393-6 when it requires the holder to put all or some of its subcontractors out to tender;
4° The information provided for in articles R. 2393-7 to R. 2393-12 when it requires the holder to subcontract part of the contract;
5° An undertaking to award the subcontracts in accordance with the provisions of articles R. 2393-4 to R. 2393-6 or R. 2393-7 to R. 2393-12.

Lorsque l’acheteur fixe des exigences relatives aux sous-contrats, il peut notamment demander, dans l’avis d’appel à la concurrence, que l’offre du soumissionnaire comporte :
1° L’indication des parties du marché public qu’il a l’intention de sous-contracter, ainsi que l’objet de ces sous-contrats et l’identité des sous-contractants ;
2° Un engagement d’indiquer tout changement intervenu au cours de l’exécution du marché au niveau de ses sous-contractants ;
3° Les informations prévues aux articles R. 2393-4 à R. 2393-6 lorsqu’il impose au titulaire de mettre en concurrence tout ou partie de ses sous-contractants ;
4° Les informations prévues aux articles R. 2393-7 à R. 2393-12 lorsqu’il impose au titulaire de sous-contracter une partie du marché ;
5° Un engagement d’attribuer les sous-contrats conformément aux dispositions des articles R. 2393-4 à R. 2393-6 ou R. 2393-7 à R. 2393-12.
