Article R2391-4 of the French Public procurement code

Where the term of the contract is less than or equal to twelve months, the amount of the advance payment is set at between 5% and 30% of the initial amount of the contract inclusive of all taxes.
Where the term of the contract is greater than twelve months, the amount of the advance payment is set at between 5% and 30% of a sum equal to twelve times the initial amount of the contract inclusive of all taxes divided by its term expressed in months.
Where the contractor is a small or medium-sized enterprise or a craftsman within the meaning of article R. 2351-12, the minimum rate of the advance payment is increased to 30%.

Lorsque la durée du marché est inférieure ou égale à douze mois, le montant de l’avance est fixé entre 5 % et 30 % du montant initial toutes taxes comprises du marché.
Lorsque la durée du marché est supérieure à douze mois, le montant de l’avance est fixé entre 5 % et 30 % d’une somme égale à douze fois le montant initial toutes taxes comprises du marché divisé par sa durée exprimée en mois.
Lorsque le titulaire est une petite ou moyenne entreprise ou un artisan au sens de l’article R. 2351-12, le taux minimal de l’avance est porté à 30 %.
