Article R2393-42 of the French Public procurement code

Where the tenderer presents subcontractors when submitting the tender, it shall provide the purchaser with a declaration stating:
1° The nature and amount of the services that are the subject of the subcontract;
2° The name, business name or corporate name and address of the proposed subcontractor;
3° The place where the subcontracted services are to be performed;
4° The subcontractor’s ability to carry out the professional activity and its economic, financial, technical and professional capacities.
The tenderer shall also provide the purchaser with a declaration from the subcontractor stating that he is not in any of the cases of exclusion mentioned in the legislative provisions of Chapter I of Title IV.
Notification of the contract implies acceptance of the sub-contractor.

Lorsque le soumissionnaire présente des sous-contractants au moment du dépôt de l’offre, il fournit à l’acheteur une déclaration mentionnant :
1° La nature et le montant des prestations faisant l’objet du sous-contrat ;
2° Le nom, la raison ou la dénomination sociale et l’adresse du sous-contractant proposé ;
3° Le lieu d’exécution des prestations sous-contractées ;
4° L’aptitude à exercer l’activité professionnelle, les capacités économiques et financières, techniques et professionnelles du sous-contractant.
Le soumissionnaire remet également à l’acheteur une déclaration du sous-contractant indiquant qu’il n’est pas placé dans un cas d’exclusion mentionnés par les dispositions législatives du chapitre Ier du titre IV.
La notification du marché emporte acceptation du sous-contractant.
