The rapporteur presents his report orally at the hearing.
The party concerned and his counsel are invited to speak last.
The proceedings are not public unless the person concerned or his counsel requests otherwise before the opening of the meeting.
The member of the Board or the agent of the Agency appointed pursuant to the last paragraph of Article R. 232-11 may attend the hearing and submit observations. Where appropriate, the member of the Board may be assisted by an agent of the Agency.
The member of the Board or the agent of the Agency appointed in application of the last paragraph of Article R. 232-11 may also request that the proceedings be made public, provided that the interested party has given his consent in writing.
The Chairman may reject the request for the proceedings to be made public on grounds of public order or confidentiality protected by law.
