Article R2431-22 of the French Public procurement code

The purpose of the preliminary design studies is :
1° Determine the dimensions of the structure and its appearance, using plans, sections and façades;
2° Define the materials used;
3° Enable the project owner to make a final decision on the programme and certain equipment choices based on investment, operating and maintenance costs;
4° To establish the final estimate of the provisional cost of the works, broken down by trades;
5° To enable the fixed remuneration to be set in accordance with the conditions laid down in the public works contract.

Article R2431-22

Les études d’avant-projet définitif ont pour objet :
1° D’arrêter en plans, coupes et façades, les dimensions de l’ouvrage ainsi que son aspect ;
2° De définir les matériaux ;
3° De permettre au maître d’ouvrage d’arrêter définitivement le programme et certains choix d’équipements en fonction des coûts d’investissement, d’exploitation et de maintenance ;
4° D’établir l’estimation définitive du coût prévisionnel des travaux, décomposée par corps d’état ;
5° De permettre la fixation du forfait de rémunération dans les conditions prévues par le marché public de maîtrise d’œuvre.
