Article R2511-22 of the French General Code of Local Authorities

The distribution of the second share of the allocation mentioned in article L. 2511-39 is carried out in the following manner:

1° 50% of the appropriations are distributed among the arrondissements or groups of arrondissements or some of them according to criteria decided by the City Council based on the specific characteristics of each arrondissement or group of arrondissements, and in particular the socio-professional composition of their population.

For the application of the above paragraph, the socio-professional composition of each arrondissement or group of arrondissements is determined by taking into account the size of the non-working population in the total population as it results from the last known census on 1 July of the year preceding the financial year;

2° 50% of the appropriations are distributed among the arrondissements or groups of arrondissements, in the proportion of:

a) 25% according to the size of the population of each arrondissement or group of arrondissements;

b) 25% according to the relative difference between the average per capita amount of the net council tax bases for all the arrondissements or groups of arrondissements and the amount, per capita, of the net council tax bases for each arrondissement or group of arrondissements, multiplied by the number of inhabitants in each arrondissement or group of arrondissements.

La répartition de la seconde part de la dotation mentionnée à l’article L. 2511-39 est effectuée de la manière suivante :

1° 50 % des crédits sont répartis entre les arrondissements ou groupes d’arrondissements ou certains d’entre eux selon des critères arrêtés par le conseil municipal à partir des caractéristiques propres de chaque arrondissement ou groupe d’arrondissements, et notamment de la composition socio-professionnelle de leur population.

Pour l’application de l’alinéa ci-dessus, la composition socio-professionnelle de chaque arrondissement ou groupe d’arrondissements est déterminée en tenant compte de l’importance de la population non active dans la population totale telle qu’elle résulte du dernier recensement connu au 1er juillet de l’année précédant l’exercice budgétaire ;

2° 50 % des crédits sont répartis entre les arrondissements ou groupes d’arrondissements, à raison de :

a) 25 % en fonction de l’importance de la population de chaque arrondissement ou groupe d’arrondissements ;

b) 25 % en fonction de l’écart relatif entre le montant moyen par habitant des bases nettes d’imposition à la taxe d’habitation de l’ensemble des arrondissements ou groupes d’arrondissements et le montant, par habitant, des bases nettes d’imposition à la taxe d’habitation de chaque arrondissement ou groupe d’arrondissements, multiplié par le nombre d’habitants de chaque arrondissement ou groupe d’arrondissements.
