Article R2522-17 of the French Labour Code

In the event of recourse by the parties to the conciliation procedure, the most diligent party sends the chairman of the commission a request setting out the points of disagreement.
When the Minister for Employment or the Prefect refers a matter to the National or Regional Conciliation Commission, the summons sent to the members of the Commission mentions the points of disagreement.
These requests and communications are recorded on their date of arrival in the special registers opened respectively at the Ministry responsible for labour and in each regional and departmental directorate for labour, employment and vocational training.

En cas de recours par les parties à la procédure de conciliation, la partie la plus diligente adresse au président de la commission une requête exposant les points sur lesquels porte le désaccord.
Lorsque le ministre chargé du travail ou le préfet saisit la commission nationale ou régionale de conciliation, la convocation adressée aux membres de la commission mentionne les points sur lesquels porte le désaccord.
Ces requêtes et communications sont inscrites à leur date d’arrivée sur les registres spéciaux ouverts respectivement au ministère chargé du travail et dans chaque direction régionale et départementale du travail, de l’emploi et de la formation professionnelle.
