Article R3123-14 of the French Public procurement code

The concession-granting authority shall set the time limit for receipt of applications, depending in particular on the nature, amount and characteristics of the works or services required of the concessionaire.
The minimum time limit for receipt of applications, accompanied, where applicable, by tenders, shall be:
1° Thirty days from the date on which the concession notice is sent;
2° Twenty-five days where the concession-granting authority accepts that applications be sent to it electronically.

L’autorité concédante fixe le délai de réception des candidatures en fonction notamment de la nature, du montant et des caractéristiques des travaux ou services demandés au concessionnaire.
Le délai minimum de réception des candidatures, accompagnées le cas échéant des offres, est de :
1° Trente jours à compter de la date d’envoi de l’avis de concession ;
2° Vingt-cinq jours lorsque l’autorité concédante accepte que les candidatures lui soient transmises par voie électronique.
