Article R3123-14 of the French Public procurement code

The concession-granting authority shall set the time limit for receipt of applications, depending in particular on the nature, amount and characteristics of the works or services required of the concessionaire.The minimum time limit for receipt of applications, accompanied, where applicable, by tenders, shall be:1° Thirty days from the date on which the concession notice is sent;2° Twenty-five days where the concession-granting authority accepts that applications be sent to it electronically.
