Article R3126-3 of the French Public procurement code

The conceding authority that intends to award a concession contract shall publish a concession notice, which shall include a description of the concession and the conditions for participation in the award procedure.
The concession notice shall be drawn up in accordance with the model laid down by an order of the Minister for the Economy appended to this Code.

Article R3126-3

L’autorité concédante qui envisage d’attribuer un contrat de concession, publie un avis de concession, qui comporte notamment une description de la concession et des conditions de participation à la procédure de passation.
L’avis de concession est établi conformément au modèle fixé par un arrêté du ministre chargé de l’économie annexé au présent code.
