Article R313-25 of the French Consumer Code

The indemnity that may be payable by the borrower in the event of early repayment, as provided for in article L. 313-47, may not exceed the value of half a year’s interest on the capital repaid at the average rate for the loan, without exceeding 3% of the capital outstanding before repayment.
In the event that a credit agreement has different interest rates for different repayment periods, the indemnity referred to in the first paragraph may be increased by the amount needed to ensure that the lender receives the average rate provided for when the loan was granted, over the period of time that has elapsed since the loan was granted.

L’indemnité éventuellement due par l’emprunteur en cas de remboursement par anticipation, prévue à l’article L. 313-47, ne peut excéder la valeur d’un semestre d’intérêt sur le capital remboursé au taux moyen du prêt, sans pouvoir dépasser 3 % du capital restant dû avant le remboursement.
Dans le cas où un contrat de crédit est assorti de taux d’intérêts différents selon les périodes de remboursement, l’indemnité mentionnée au premier alinéa peut être majorée de la somme permettant d’assurer au prêteur, sur la durée courue depuis l’origine, le taux moyen prévu lors de l’octroi du prêt.
