I. – The data referred to in article R. 3131-10-2 is collected and recorded in the SIVIC data processing system by the staff of health establishments caring for patients, including in the context of emergency medical assistance services or medical-psychological emergency units. These people have access to the data strictly insofar as it is necessary for the performance of the tasks entrusted to them.
II. – Persons designated and authorised for this purpose by the competent authority may have access to all or part of the data mentioned in article R. 3131-10-2, by virtue of their duties and within the limits of their need to know:
1° Within the regional health agencies and the Ministry of Health, for any event mentioned in the first paragraph of Article R. 3131-10-1 ;
2° When a national structure responsible for monitoring and supporting victims and informing their families and loved ones is activated, from among the staff of the Ministries of the Interior, Justice and Foreign Affairs, for the sole purpose of carrying out the tasks of this structure and excluding the registration number in the national register for the identification of natural persons.
III. – Staff of the General Secretariat of the Ministry of Justice in charge of victim support may be made recipients of all or part of the data mentioned in article R. 3131-10-2, by virtue of their duties and within the limits of the need to know, if they are specifically designated and authorised to do so by the competent authority.
IV. – During events of an epidemic or biological nature, the data mentioned in a, b and c of 1° of article R. 3131-10-2 are, in application of the provisions of article L. 1413-7, transmitted in pseudonymised form to the National Public Health Agency, for the performance of its health alert and surveillance missions mentioned in article L. 1413-1.
