Article R3133-14 of the French Public procurement code

The date of receipt of the request for payment and the date of performance of the services shall be established by the services of the contracting authority or, where applicable, by the project manager or the person authorised for this purpose.
Failing this, the date of the request for payment plus two days shall be deemed authentic. In the event of a dispute, it is up to the creditor to provide proof of this date.
The date of receipt of the request for payment may not be the subject of a contractual agreement between the contracting authority and its creditor.

Article R3133-14

La date de réception de la demande de paiement et la date d’exécution des prestations sont constatées par les services du pouvoir adjudicateur ou, le cas échéant, par le maître d’œuvre ou la personne habilitée à cet effet.
A défaut, la date de la demande de paiement augmentée de deux jours fait foi. En cas de litige, il appartient au créancier d’apporter la preuve de cette date.
La date de réception de la demande de paiement ne peut faire l’objet d’un accord contractuel entre le pouvoir adjudicateur et son créancier.
