Article R3133-22 of the French Public procurement code

The creditor is notified of any interruption in the payment period referred to in article R. 3133-21 by any means that can be reliably dated.
This notification shall specify the reasons attributable to the creditor for opposing payment, as well as the documents to be provided or completed.

L’interruption du délai de paiement mentionné à l’article R. 3133-21 fait l’objet d’une notification au créancier par tout moyen permettant d’attester une date certaine de réception.
Cette notification précise les raisons imputables au créancier qui s’opposent au paiement, ainsi que les pièces à fournir ou à compléter.
