Article R3262-19 of the French Labour Code

Restaurant vouchers are payable directly to restaurant owners and fruit and vegetable retailers by the bank holding the issuer’s account.
Before making the payment, the paying body ensures, in accordance with the procedures set out in articles R. 3262-26 to R. 3262-31, that the person presenting the vouchers is a restaurant owner, hotel owner-restaurateur, or a similar activity, or a fruit and vegetable retailer as set out in the second paragraph of article L. 3262-3.

Les titres-restaurant sont directement payables aux restaurateurs et aux détaillants en fruits et légumes par l’établissement bancaire qui tient le compte de l’émetteur.
Avant de procéder au paiement, l’organisme payeur s’assure, selon les modalités prévues aux articles R. 3262-26 à R. 3262-31, que le présentateur exerce la profession de restaurateur, d’hôtelier restaurateur, ou une activité assimilée ou une activité de détaillant en fruits et légumes prévues au deuxième alinéa de l’article L. 3262-3.
