Article R341-1 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The authority responsible for ordering a foreigner to be placed in a waiting area, as provided for in article L. 341-2, is, depending on the case:
1° The head of the national police department responsible for border control or, by delegation, an official designated by him/her, holding at least the rank of brigadier;
2° The head of the customs department responsible for border control or, by delegation, an official designated by him/her, holding at least the rank of second-class senior inspection officer.
In airfields assigned exclusively or primarily to the Ministry of Defence, this decision may also be taken by the unit commander of the maritime gendarmerie or the air gendarmerie or, by delegation, by a military officer designated by him, holding at least the rank of gendarme.
The departmental prefect or, in Paris, the police prefect, is informed of the placement in the waiting area.

Article R341-1

L’autorité compétente pour prononcer le placement en zone d’attente d’un étranger, prévue à l’article L. 341-2, est, selon les cas :
1° Le chef du service de la police nationale chargé du contrôle aux frontières ou par délégation, un fonctionnaire désigné par lui, titulaire au moins du grade de brigadier ;
2° Le chef du service des douanes chargé du contrôle aux frontières ou par délégation, un fonctionnaire désigné par lui, titulaire au moins du grade d’agent de constatation principal de deuxième classe.
Dans les aérodromes affectés à titre exclusif ou principal au ministère de la défense, cette décision peut être également prise par le commandant d’unité de la gendarmerie maritime ou de la gendarmerie de l’air ou, par délégation, par un militaire désigné par lui, titulaire au moins du grade de gendarme.
Le préfet de département ou, à Paris, le préfet de police, est informé du placement en zone d’attente.
