Article R342-7 of the French Code governing the entry and residence of foreign nationals and the right of asylum

At the hearing, the administrative authority that applied for the foreign national to be kept in the waiting area or its representative, at its request or that of the judge, is heard.
The foreign national, unless he or she does not appear, although duly summoned, and, if applicable, his or her lawyer, are heard. The judge will appoint an interpreter if the foreign national does not sufficiently speak French.
The public prosecutor may make his opinion known.

A l’audience, l’autorité administrative qui a sollicité le maintien en zone d’attente ou son représentant, sur sa demande ou sur celle du juge, est entendue.
L’étranger, sauf s’il ne se présente pas, bien que dûment convoqué, et, s’il y a lieu, son avocat, sont entendus. Le juge désigne un interprète si l’étranger ne parle pas suffisamment la langue française.
Le ministère public peut faire connaître son avis.
