Article R343-1 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The administrative authority will make an interpreter available to foreign nationals held in the waiting area who do not understand French, solely in the context of non-admission proceedings against them. In other cases, the foreign national is responsible for paying the service provider.
When the assistance of an interpreter is provided by telephone or other means of telecommunication, his or her name, contact details and the language used are mentioned in the report, a copy of which is given to the foreign national.

Article R343-1
